Getting Error while creating instance in 11i

Hi  Team

I am getting below error while creating instance in 11i.

Error The Primary key for the Instance Party (&INSTANCE_PARTY_ID) provided is invalid or it already exists in the Installed Base Parties table.

CSI_API_INVALID_INST_PARTY_ID


Please let me know why API is throwing this error.
