User portfolios does not inherit security settings from 'User Items and Portfolios (for system use)'

We consistently run into problems with clients as users are able to create their own personal QBP's, but since security is not inherited from the 'User Items and Portfolios (for system use)' portfolio, they have to remember to give access to the administrator to avoid the following error on calculated categories: Insufficient function security permissions The function was denied access by some of its sources.

It is included in training but the errors appear regularly.

Anybody else who has come across this who might have found a work around?
