How to clean up repository db objects after a failed/partial install?

I had a failure in an initial 12.1.0.5 install and now I'm trying again, but I get this error:

The database details which you have provided doesn't contain valid Management Repository. Provide correct database details and retry.

The db specs I enter are correct, so I suspect there is cruft left behind in the schema/s, but I don't have much to go on.  It would be nice if the error msg would say what it was unhappy about or point to a log.  Perhaps it's better just to recreate the db, I found this web page that talks about what looks like a crazy attempt to clean up the db mess:
