How do you enable Allocation Units for Resources in an initiative?

Just getting started with Instantis here. We're using Enterprise Track 15r1 with the skeleton initiative. Projects and resources are set up in the system with the resources assigned to projects, but there isn't an option to allocate how much time a resource will spend on a given project. If the application is changed to Reconfigure mode, we can go into the admin settings and select Feature Settings from the Configuration Workbench tab. By choosing the Skeleton initiative from the dropdown list the options change so that Allocation Units for Resources is a list option, but the check box is grayed
