As an Admin, how to change user roles for all colleagues?

I have admin access to MOS and I am trying to get access to everyone that have access to creating SRs so I can edit user/admin roles for these individuals. Is there a way for me to see all of these colleagues? Right now, I only can see the one person that I approved vs all approved colleagues. If there is anyone who can assist me with this, I would greatly appreciate it.
