What causes Error ID 4117 during a work order completion

We created a new doc type (WR) and a new stocking type (R) for R&D work orders.  While testing in prototype environment I came across an error (ID 4117) while attempting a work order completion for this new doc type.  In addition, the Lot/Location tab was not selectable for this item but always appears for items with a WO doc type.  I checked the P30210 (Work with Co-/By-Products Where Produced) and our standard items have no entries just as the new R&D item has no entries.  So none of our items have Co/By Products specified and the manufactured items that
