Create a new EPPM 15.1 Database with LDAP

We currently have a 15.1 environment (Windows/WebLogic/SQL Server) which is configured with a single database and LDAP.  This is all working fine.

After creating a new database through dbsetup.bat (from installation media), I attach it through the admin tool (adminpv).  The issue is a new database only has the admin user within, so I cannot configure it for LDAP.  If I configure it for NATIVE, I get an error stating the database is not configured for the same authentication method.  The only way to connect to this database is to change the base authentication method to NATIVE, restart WebLogic, login to the new database, create an LDAP user, then reverse the changes in the admin tool.  During this time, users of the
