MOQ (Minimum Order Quantity)

Do we have any available functions or work around for the below scenario in JDE E1 8.12 and above or in JDE World A9.3

While customer service creating the order, if the order is having minimum order value or percentage on amount system put transaction on hold. Do we can able to do the same way based on quantity instead of value or percentage on amount ? Do we have any work around or direct functions.
