need to apply extra charge in separate line

Release : JDE E1 9.1

Scenario - Customer places a order, which is less than the minimum order qty , since the transaction is below the minimum level, system needs to apply additional line in the sale order with extra charge on line level. (Note : No transportation module enabled)

Currently , we thinking about the free goods via adjustment schedule ? just want to know other options?
