Oracle bi publisher 12c ORA-22902: CURSOR expression not allowed

Hi All

I have a fresh installed Oracle Bi Publisher 12c (Not OBIEE)

when creating a new report in the dataset I have two issues, First and most Important is that if I used a Cursor I get ( ORA-22902: CURSOR expression not allowed ), is there anyway to allow using cursors in the reports ?

Our HR reports uses a lot of cursors and it will be hard to re-write them all, I can see that this was a bug in BI 11g also and it had a patch to fix it, I tried the same patch with my 12c but it corrupted my repository and I had to re-install the whole thing.
