Login Screen not coming after upgrading to 12.2.3

Hi,

I am new to Oracle EBS. Recently, I have upgraded from EBS 12.2.0 to 12.2.3. when upgrading I had few minor issues but I've managed to overcome them. However, after doing successful fs_clone, the login page is not coming. Instead it's giving me the following error:

Unable to generate forwarding URL. Exception: java.lang.IllegalArgumentException: p_bytes.length not % 16: 13

However, I have checked Weblogic EM Console. It shows everything is up and running. The error log entry are following:
