EDI/RLM frozen fence issue under Processing rule setup

hello Friends

I have issue with Frozen Fence not getting applied in SO

I have set the frozen fence in Customer level, Address Level and Address Item level but still it is not restricting the demand to be updated in sales order i.e SO is still updating.

Can anybody help me on this. may be I have left some important setup.
