Can we create account with Billing Care?

We used to use customer Center with help of which we can create Customers and add plans.

Here , now we installed Billing care , but we are not finding any option to create and account through it. It just has normal search facility.

By means is it possible to create customer through Billing Care? Also please suggest a document if any having reference to Customer Center and Billing Care differnces..
