Custom Time Code

I have a report that times the response time of home consultants from 10am - 4pm everyday but on holidays they want the clock to stop at 3pm due to the office closing early on these days. How can I customize that code?

Currently it has: Hour("- Opportunity Custom Attributes".DATE_7) BETWEEN 10 AND 15
