OEM 12c stop advisory events from repeating

I've been searching through all the documentation and haven't been able to pinpoint where any configuration change would need to be.  12c OEM is configured to repeat on alerts as we want more than one alert for urgent issues.  Recently it was noticed that when blackouts are set for patching and other issues, it sends repeat alerts under 'Advisory' severity that the blackout has been started.  Is there a way to easily remove setting a blackout from notifications.  We don't need multiple alerts being generated to just say a blackout has been set.
