Restrict User to import data into the GRID

Hello,

I have some question to understand for the importing data into the grid.

1. Can we restrict the some user/role to import the data in the grid from the spreadsheet.

2. Is it possible that User/role A have permission to import the 25000 data in the grid but the user/role B don't have rights to import the less than 25000 data into the grid.

Please advice me if there any security or any other changes we need to do in our configuration or else
