Rebate Claim

Hi,

Can be setup to Rebate Claim to generate a credit order with positive amount?

For example:

0-10 each - 20 $

11-20 each - 15$

21- each 10$

I want to sell to the customer the item with the medium price 15$ and at the end of the month if the customer bought less then 10 each create a credit order with positive amount, if the customer bought more then 21 create a credit order with negative amount.
