BI Publisher (MOSC)

BI publisher client install has error with JRE but I have 1.7 JRE installed. How do I correct this?

It is a Windows 7 machine with MS Word 2010 

Installed Java SE 1.7.  JAVA_HOME and Path are set.

From Command line: java -version  gives:

java version "1.7.0_67"

Java(TM) SE Runtime Environment (build 1.7.0_67-b01)

Java HotSpot(TM) Client VM (build 24.65-b04, mixed mode sharing)

I try installing BI Publisher 32 bit any it tries then error with:

Please make sure JRE version 1.6 or later is installed.

Control panel has the JAVA 32-bit icon and the about have the same version info.
