Apply Patchset before or after IRM Upgrade?

Hi All,

I'm planning an upgrade process from Siebel IP 2013 to Siebel IP 2015.

I've a doubt regarding the Patchset, there's a recommended Patchset for Siebel IP 2015 (Patchset 7) which I've downloaded and I've generated the image.

Is it better to apply this Patchset before starting the upgrade process (upgrep+IRM+upgphys)? Is it better to apply it after the upgrade process has completed successfully?

I would like to know if there is some recommended approach about this.
