Serial Tagging

I am interested in using Serial Tagging to capture serial numbers during pick transactions.  However, it appears the only transaction types available for Serial Tagging are: WIP Issue, Return to Vendor, and Field Service Usage.  How do I enable serial tagging for: Sales Order Pick, and Internal Order Pick?  We are on Oracle EBS 12.2.3.  We have orgs that are WMS-enabled and also orgs that are non-WMS.
