P cards and VCF4 datafiles

Our bank provides Purchase card information (not T&E, or expense credit card; but P cards) via a VCF4 Visa file format.

Has anyone used a VCF4 file format to load data into the ap_expense_feed_lines_all etc? And if so, how did you do the mapping to a sql loader or similar method?
