Can the Daily Rates form be inquiry only?

Is there a way to make the Daily Rates screen in the General Ledger view only?  I don't see any menus or functions that already exist for this form as read only.  I have attempted to create a personalization on the form via responsibility but with no luck.  Does anyone have any ideas on how to do this?
