PO receiving for fixed assets

Hi,

Client needs receiving of fixed assets and tracking quantity.   PO receipt needs to be created for the fixed purchases. Other than this receiving, no actual inventory receiving exists.

The fixed assets are created as Items and setup as non costed.

Is there any way PO reeving can be done without the Inventory org setup ? Wat would be the implications of receiving against the Master Inventory org (as these are non inventory items and non costed)

if the Inventory org needs to be setup for each such OU, we would end up creating another 15 more org's
