Blacklist of caller line indentification (CLI) for pre local-policy routing

Has anyone ever implemented a Header Manipulation Rule, local routing table or other method that would barr (perhaps return a 404 Not Found directly from the SBC ?) calls from a blacklist of CLIs (From address, pre @) ?

How would you implement this functionality pre using existing local-policy for routing to session-agent-groups based on the to-address DNIS stubs ?
