Completing Rejected Requisitions in iProcurement

We have a requisition that was rejected by an approver.  When we go into iProcurement and pull it up there is not a complete button to edit it and resubmit it.  This requisition was originally imported from Min Max Planning if that makes any difference.  I am just curious why it won't let us complete it and if there is a way around it.  Thanks.
