How it is possible to manage "Vehicle insurance" and Technical Control"?

Hi

We're implementing EAM for managing Maintenance of Vehicles;  our issue is how to manage "Vehicle Insurance" and "Technical Control" without being obliged to create a Preventive Maintenance Schedule that oblige us to create a WO for Insurance & Technical Control ?

Has anyone face this kind of situation?
