Business Unit not visible in the Budget Creation screen after being defined
Steps to reproduce
1. Created a Business Unit - in the Global HRMS Super User Responsibility
2. Select Type of Organization = Business Unit
3. Assign a Location to the Organization
4. No Organization Classification
Then Navigate to Oracle Channel Rebate and Point of Sale > Budgets > Create
Business Unit drop down is still blank
