Intermittent errors when doing standard cost update

Specifically the Intransit Standard Cost Adjustment report but have the same issues with the Cycle Counds Pending Approval report. Both report logs showed REP-0069: Internal Error and REP-57054: In-process job terminated: Finished successfully but output is voided. Sometimes Oracle would retry automatically and then would complete normally.

I did some research on the issue and found Doc ID 1237834.1 that described a similar situation. It recommended patch 14374587 with additional steps. My DBA did that in our Test environment and now all standard cost updates complete in error with message CMCICU: error processing in main(). Cause: An error is detected in function main () while executing the module CMCICU. No open accounting period is available.
