Why would an ABR reconciliation in a locked period be able to be changed from Closed to Open by a pr

Directly from my client:

Explain why a rec in a locked period was able to be changed from Closed to Open (with preparer)?  Also, how it could have been done?  I didn’t reopen it.  Somehow the Approver managed to do it on October 28th.  Yet you can see that the last time the period was reconciled was October 2nd. I locked the period that day.  If it had been open, the auto rec job would have kicked off.
