"Assigned Parts" button disabled in Debrief HTML

Hi,

we have created part requirement Order against a service request task, and the item is supplied to desired sub inventory, but we are unable to debrief the material , it  showing the "assigned parts " button in debrief HTML as "grayed out". so anyone knows how to enable this "Assigned Parts" button. We are using Oracle application 12.1.3.
