How to set up WO production to go directly to quality hold status?

Hi, I'm pretty sure there's a way to do this but I'm not finding the necessary documentation on it:

We have a business requirements to post all inventory produced to hold status and to only release it as quality control confirms test results.  This is only for certain end items produced for a specific customer.  Any direction or referral to the documents with set-up requirements would be greatly appreciated.
