Promotion Exclude Functionality Clarification

Hi,

I'd like to understand a little more of Promotion Exclude (Change Type).

What is the purpose of this functionality and why it has different behaviors when created in a component within same promotion and outside a promotion?

I saw that this kind of Promotion removes the promotions price of items/locations returning its price to the regular price when items/loc are in promotion and/or not allow to enter in promotion during the specified period for the Promotion Exclude.

Why the component does not permit to change the start/end date taking the promotion period as the base period?
