Magnetic Media setup

I have also logged a Service Ticket, but in reviewing the setup for Canadian Yearend Processing for 2015, in the webinar from Dec 16, 2015, on slide 55 it talks about setting up the T4 and Releve table conversion files on P93081 and set to either UTF8 or CP1262 encoding.  I have looked for this requirements in the Canadian Payroll Yearend Processing Guide for 2015 and cannot find it.  We are on release 9.1 and have not setup this up before for these programs.....is this a requirement for our release level?
