12c :Unable to create data source with managed servers in two different machines !!!

I am facing the same issue, everything was working fine until I, started new managed server in a new machine. Now when I create a data source I get the below error,

[Deployer:149189] An attempt was made to execute the 'activate' operation on an application named 'SampleNine' that is not currently avaliable. The application may have been created after non-dynamic configuration changes were activated. If so, the operation can not be performed until server is restarted so that the application will be available.


When I try to activate without targeting to any server I get the below error.

[Management:141191]The prepare phase of the configuration update failed with an exception.
