Resource Usage UOM not pulling into Recipe

Having an issue with the resource usage UOM not being pulled into recipe.

UOM is set to HR.

BOM: Hour profile set to HR.

Resource UOM set to HR.

Operation uses HR in the resource set to primary.

When creating a batch the start and end time are identical.

Any help would be appreciated.
