On Clicking "Charges Report" Button , Error appears "Function not available to this responsibility"

I am getting an error while accessing the "charges report" button in Repair Order "Charges" tab with 2 custom responsibility from Depot Repair and Field Service area. I have attached "CSD_DEPOT_MENU"  with submenu "Repair Orders: Subfunctions"  to both of them but still getting the error. Please find the attachment below.

Does this report needs any particular function for it to work? Please suggest your views on this.
