How to define Value Set for Dff?

Dear All Experts,

We need to use one Value Set which is already been used in Kff as Dependent Value Set. Now we need to use same value set in Dff , but system won't allow us to use as it is a dependent value set. System needs first its independent value set then its dependent value set.

So how to use this, please share your views.
