webcenter sites tree not display and fwadmin user doesn't have permission for publish

Greeting,

I have installed webcenter sites 11.1.1.8 as management and want to publish my sites from old server to my server ( fresh installation ) from management to management  i followed oracle documentation for real time publishing but i have 2 issues first my webcenter sites tree not appear on left side of the page and second issue for my published website i added user fwadmin and assigned full privilege  to fwadmin for new published website on new environment ( my destination) but when i try to access publishing tab for my published website it gives error message you don't have permission please check attachments .
