Tax error only on few suppliers

Hello Experts

We are loading purchase orders through API and struck with the following error: This issue is happening only on few suppliers, I checked the location and the country is populated. I have gone through the forums and oracle support but could not find any thing related to suppliers. If I change the supplier it is working fine. This is very urgent as we have hundreds of purchase orders to be migrated on this supplier. Please let me know your thoughts on this
