JDE World A.93 Legasuite No Suitable JRE?

JDE World A9.3 Legasuite installed on IBM i V7R2.  Start up the Seagull License server, start up ApacheDFT server.

launch "mysite.com/legasuite/legasuite.html" and get the following web page:

There is no suitable Java Runtime Environment (JRE) found on this system.
The LegaSuite GUI Java Client requires version 1.5 or higher to run correctly.

When I go to QSH and run 'java -version' I see the following.

java -version                                                                                                    

java version "1.6.0"                                                                                             

Java(TM) SE Runtime Environment (build pap3260sr16fp15-20151106_01(SR16 FP15))                                   

IBM J9 VM (build 2.4, JRE 1.6.0 IBM J9 2.4 OS/400 ppc-32 jvmap3260sr16fp15-20151029_01 (JIT enabled, AOT enabled)
