EBS R12.1.3 BI Publisher Localization issue

We are trying to run a BI Publisher Report, we have multiple templates for different languages. While running the concurrent program I select the template specific to a language but the program seems to be considering only US locale as the number formatting and currency symbol are coming specific to US region which I think is based on the User's territory. But when running the program from the respective user's territory the report output seems to be perfect. We want to get the correct output irrespective of the user's territory. please advise.
