Currency Exchange Rate error for Billable Freight

Hello,

We are on tools and apps 9.1.  We are trying to add a billable freight line to Work with Shipments and are getting a Currency Exchange Rate error.  This is the first time we've seen this.  I'm not sure where to check or if there's something wrong with the data on this shipment.  We have valid exchange rates in the system.

Any guidance would be appreciated.
