Which select triggers Oracle feature usage?

Hi,

When I asked my DBA to grant me "SELECT ANY DICTIONARY" on a database he refused my request with: "SELECT ANY DICTIONARY" can be used for querying some tables which trigger the usage of specific Oracle products. When you use an Oracle product then we need to pay the licenses.

Is there any list available of "free" dictionary views, i.e. which one can be selected without triggering an Oracle feature usage, resp. which views have a price tag on it?
