How to enable folder option in a custom form

Dear Oracle Support Community,

I have a requirement to enable form folder in custom form. I have referred few links but all I see is a folder icon on the custom form.

Nothing happens when I click it, Even the folder menu in toolbar does not get enabled, these link may have some info missing.

I even made a custom table with 4 columns and then added and the same item as prompt in content canvas and stack canvas but still it does not work.

Please suggest.
