BSSV package build

Hello,

We built a full package with BSSV for production and the BSSV part completed successfully, but for client and servers it was not completed. we built a full package with BSSV for other environment and it was fine. we follow the instructions in document (E1: BSSV: Package Build Notes with Business Services (Doc ID 662941.1)) which instruct us to change the option 2 (for mastering) from processing option of P9621 (Package build app.) to Blank instead of 1, what about option 1 it should be blank or 1? it is 1 by default on our PD environment and I didn't change it, on PY it is blank and the package build completed successfully for all fat and servers and BSSV.
