Changes done in Pricing Object which are failed during RRE/BRE transformation getting committed to P

What is the logic behind storing the pricing objects which are failed during RRE/BRE transformation into the PDC DB?

Lets us consider User_1 is doing the following changes in the existing pricing objects in PDC GUI, validate them & submits the changeset from PDC to BRM which got failed during RRE or BRE transformation

a. price change for a OTC/RC ChargeOffer

b. discount % change for a OTC/RC DiscountOffer

When User_1 logs out from PDC, login again, searches and open the same ChargeOffer, PDC displays the new price. If User_2 search and view the same ChargeOffer, won't it give a wrong picture to User_2 by displaying the new price in the ChargeOffer. How the User_2 knows there was a RRE transformation failure for this ChargeOffer unless the user_2 happens to look into the "failed" changeset.
