Creating New Security Responsibility for HR??

Hi!

My client has added a new job that has a diffrent level of access to anything presently defined.

They have asked me to help them define a new responsibility for this job.

My client does not own the User Management responsibility. They are on R12.

I'm being told that I can add a new responsibility without the User Management responsibility but I can't figure out how.

Any ideas?
