FDMEE process runs, and hangs with no error messages

An FDM job is kicked off and then stalls, no other processes can run and no errors are found.  When looking in the ERPIntegrator0 log it references STUCK but gives no explaination on why I can kill the process, but that leaves other open issues on the SQL Database.  We have adjusted thresholds in WebLogic but so far the issue persists, we rolled back the latest patch of 11.1.2.3.700.2105 thinking that was the problem now we are back to our original version 11.2.3.520 however that did not resolve the issue either.  I reviewed Oracle Knowledge base and it referred to
