EBTax Rule for a Ceiling Cap on Taxable Amount

Does anyone have a tax rule to handle this?  In Wasilla Alaska - Customer Sales Tax is 0% State, 0% County, 2% City but only the first $500 is taxable.  So for any taxable amount greater than or equal to $500 (at 2%)… the tax should only be $10... otherwise under $500 the tax should be amount times tax rate of 2%.
