Solaris 11 fileystem/local in maintenance /export/home not empty. ssh will not start. unit is unreac

Can't figure this one out. We had user directories in /export/home and removed as a test. Still can't get filesystem/local out of maintenance. SSH is waiting on / won't start without filsystem/local. I've tried clearing the maintenance flag but it won't stick. /home/export is empty now.
